Setup Wizard and MN-520 (PCMCIA)

I am attempting to install the MN-520 on a Toshiba Satellite running
Windows ME. I install the software and the setup wizard runs. I choose
the card and press next. The wizard waits for me to install the card -
which I do - and it is never recognized. I have to cancel the wizard -
it will not go any farther.

I have tried installing the drivers from the control panel but cannot
locate the MN-520 drivers. The other drivers (.inf files) are present
for every other model! I cannot find the MN-520 ones.

For Windows Me, the MN-520 driver INF is called MSWPCC.INF

I used the Control Panel -> Add New Hardware Wizard to add MSWPCC.INF as
a "PCMCIA socket" hardware type and I get "The specified location does
not contain information about your hardware". I tried the same using
"Network Adapter" to the same results.

The setup wizard will not install this card. Windows will not do it.
What am I doing wrong? How do I manually add the driver for the MN-520?
When I plug the card in both ligts are solid green. I disabled, via the
control panel, the built in ethernet adapter per a MS KB article. Still
it doesn't work!
