I have a SBS2003 server using two network cards. One for the ADSL connection
and the other for the local LAN. I can see the internet connection on the
server but not on the LAN clients. I referred to the Microsoft document
Article ID 825763 ( How to configure internet access in SBS2003) for guidance

My settings are as follows:
ADSL side NIC
Obtain IP address automatically
Primary DNS : 192.168.16.2. (My static IP for my LAN side NIC)
Set Binding Order - Server Local Area Connection - Network Connection -
Additional.

My LAN side NIC
IP address 192.168.16.2
Subnet mask 255.255.255.0
Gateway (Empty) (I do not have a router on the lan side - just a hub/switch)
Primary DNS 192.168.16.2 (My static IP for my LAN side NIC)
Secondary DNS (Empty)
Advanced - DNS - (order) 192.168.16.2
WINS 192.168.16.2
(The selections are as per the Article ID 825763 )

What can you see wrong with this setup.

Did you configure ISA or RRAS for NAT/Proxy?

You probably should post in the sbs newsgroup. Almost everything in sbs
seems to be slightly different and uses different setup wizards.
