How to setup and use a secure ftp connection to syncronize files

How would I go about setting up a secure ftp communication to a 2003 server
for a few end users using their xp professional workstations, to access a
secured directory on the windows 2003 server? Also, what program would
could someone recommend to use for synchronizing folders and files by means
of this secure connection.I don't want to setup an VPN connection, due to
the fact that there is too much overhead in the packets being sent and
recieved. Would take too long with a fairly large folder. I humbly thank
you in advance for your reply.

I think VPN is the answer but given that you do not want to use it, do some
research on secure copy (SCP). There is a windows client version, WinSCP,
http://winscp.net/eng/index.php.

You will need a SSH server for windows. A Google search for windows ssh
will bring up several choices. Here is one to start you on your search
