This is definitly a feasible idea, the people at
http://www.seattlewireless.net/ are doing the same thing, as well as a group
in Aspen, Colorado and elsewhere.
You can certainly lease a T1 or DSL line and share it using a wireless
access point and some better antennas (see
http://store.ydi.com/customer/home.php?cat=2)
Do you intent for people using the wireless to pay you, like an ISP, to use
it?
Or are you making it public (a FreeSpot)?
I of course support the free access initiative, you can offset the cost of
the T1 line an equipment by selling advertising on the network. You can use
a product like
www.dnsredirector.com to do this, or some other Linux stuff.
