Setting up DNS in a windows 2003 server

I've got a domain name and need to know how to set my file server up
so users can access only one shared folder on my computer.

I intend to provide access from another domain name setup with my host
provider strickly to register users. Is anyone using their .htaccess
at their host provider or some other user friendly software program
instead of dealing with active directories in windows 2003 server which
appears somewhat complex to provide access to users of a file server?

The .htaccess file is unique to Apache/*nix, and isn't a Windows
function. As a possibility, might look at:

Let me redefine my problem. I have a domain name I'm trying to
use to provide access to information on my file server. I've setup
the dns on windows 2003 server and followed the available instructions
but I'm lost on getting a name that will be recognized by my
internet providers nameservers. Could someone please indicate the
processes I need to do to get an operational website going on my computer?
