I have a need to set up a Netgear FVS-124G router so that all but one
of it's ports provides DHCP IP addresses to their attached devices. On
the one exceptional port I want the attached device to be able to
maintain a static IP address. MY ISP has provided me with 5 IP's on
the one DSL line. Is this possible, or am I totally off-base.

Charter DSL ?
I thought Charter is a Cable Internet Service Provider.

Or are you NOW using Verizon ?

Is this a business or residential account ?

Please elaborate how DSL can provide 5 static addresses.

What I think you want to do is:

For the one special, turn of DHCP and give it an IP like 192.168.1.5,
and then Gateway and DNS is the IP of your router or DHCP-server.

SIncerely

I have a business Verizon DSL account which provides a range of static
IP's from 71.177.xxx.yyy to 71.177.xxx.(yyy+4) on one DSL line. I
want one of the static IP's for the router itself, one of the static
IP's for a security DVR. I will be keeping the other three static IP's
in reserve for now. The remaining three ports will have devices
attached which would get threir dynamically assigned IP's from the pool
192.168.1.1 - 100. I also have a number of wireless laptops which get
their IP addresses from the same private pool.

It sounds like you need a switch. And then connect the router and the
security DVR in each their socket.

Sincerely

First, you can only access one static IP's provided by your service
provider if you have it connect to the router. (unless your router has 5 WAN
ports or each computer is connected to a separate line.

Second, you can limit what random dhcp it gives out in the router and then
put your static ip outside that range
