Setting up AD rights.

I need to setup rights for our HelpDesk what rights should they have to
be able to do the following:

1) Sign into our backup server and inventory tapes through Veritas
2) Join and un-join workstations from the domain.
3) Setup E-mail accounts and clean up our distribution lists.

I guess I can give them local power users rights on the veritas server?
And make them part of the Account Opertors and Backup Operators? Any
help would be appreciated!
