Setting printer properties

I'm not very familiar with server 2003 but have customers who install our
print drivers onto the server. I hope that someone can explain a couple of
things in general.

It seems that in one case when you add a printer onto a client that the
client uploads the driver files from the server and that client prints using
the installed driver. Is this correct?

There also seems to be a case where a printer is 'shared' on a network; I
assume a printer connected to a particular client. How does a another client
get access to the printer and printer driver files?

In either case, if the driver properties are changed, how do all of the
clients pick up the changes?
