How to set up "preferred" DNS Server

After reading through messages, I believe these are the steps I am missing -
how/where can I perform these steps?

Set all the workstations and the server itself to use this server as their
preferred (preferably only) DNS server.

Set the DNS server to forward to a public DNS (such as your ISP).
