Set dhcp server priority?

Is there a way to set a prioirty of servers for DHCP clients to
request a lease from? I set up a second server to satisfy the 80/20
load and realized that the one set to handle 20% of the load is the
1st to respond and thus max'ed out all of his scopes.

I'd rather set a priority in the servers than rebuild all of the
scopes.

No. DHCP is a simple-minded process. The client simply broadcasts a
request on the network and waits for a reply from a DHCP server. It usually
just accepts the first offer it gets.
