Server shows DHCP when Static Assigned

I am having a strange problem with one of my 2000sp4 servers. This server
is a domain controller secondary DNS and WINS. I have set it to a static IP
address. When I go in to network settings TCP/IP properties say Obtain IP
Address Automatically. I change it to static and put in the IP information.
I go back into TCP/IP and it says obtain automatically again. If I check
ipconfig the ip info is correct. If I change the static ip address and go
to ipconfig the address changes, but ip settings still say obtain
automatically. Does anyone have any ideas on this one?
