Server is sending ARP requests to itself

This is just plain weird, running a packet trace on my gateway (sonicwall
router) shows my server sending ARP requests to itself. To make matters
worse you can't do a network connection repair on that server because it
fails on ARP cache clearing. I have already tried the various ways of
manually clearing the ARP cache(netsh int ip delete arpcache, arp -d) but
this error persists along with the server sendong thses requests to itself.
If anyone has any ideas on this or has ever heard of anything like it please
let me know, I would greatly appreciate it
