server restriction to selected IP address

I have a server connected to many routers.
I am planning to restrict one router so that it can access my shared files
as read only while other routers can read/write to my shared files.
Is this possible? Let say I will set read only rights to the IP address of
one router.
I think IPSec have the idea of doing this but I just don't know how to
implement.

The "routers" don't access your files,...*Users* do.

Restrict by using user account with the NTFS File System Permissions and the
Share Llevel Permisssions,...that is what they are for.
