assuming the server has IPC$ when using et share, what's the system error if using net view \\server?

I have done a Swing Migration on a SBS 2003 Box. I am almost done. This is
basically the last "step". Everything was done on the server, all data files
have been moved, Exchange moved and I was going around to each workstation
to test
1) If they could see shares in My Network Places (Printers are shared at
this point)
2) If they could use Outlook to send and receive
Upon going around, some workstations were 100%, while others get a message
that UEM (Domain name) is inaccessible, and that "the server is not
configured for transactions". Here are some interesting facts:
1) I can map a drive if I use the servers ip \\192.168.254.100\c$
2) Users have same DNS entries
3) If I do a Net share on the server, all default shares are showing up
(IPC$, Printers, Admin etc)
4) I have edited the registry where is states "IsDomainMaster" to say True
instead of false (I saw a post, but it didn't work)
5) I have done a Repair on the NIC to flush everything out
6) Restarted the problem workstations
7) Logged in as Admin on PW's, no avail
8) I am in the process of completing all of the Windows Updates, who
knows....
9) I can ping the server by name
10) Name of the server is SERVER (I know, I wasn't being creative that day)
Any help is greatly appreciated.
