Server fails to clear ARP cache

I am getting this message when i try to do a repair, nothing has changed on
this server. I'm running server 2003 enterprise and this just started out of
the blue, i have tried all ways of manually clearing ( netsh interface ip
delete arpcache, arp -d) it looks like it is deleted but the error still
comes up when i do a repair. This is pretty serious because I belive this
may be the cause of PPTP connections being dropped throughout the company.
Any help on this would be greatly appreciated, very greatly.

has anything changed, at all? hardware, software, OS config, anything?

Thank you for your reply oliver, nothing has changed that i am aware of, i'm
not the network admin. but i'm pretty sure he hasn't made any changed to it
lately. I don't know if this rings any bells but if you do a packet trace on
our firewall it shows this server sending ARP requests to itself, which is
just plain weird.
