I have Windows 2003 SB Server with 5 users license, I just
added a new user, previously 3 users, not including Admin
and guest, setup for VPN, the new user vpn's fine but when
using remote desktop it verifies username and password,
receives terminal server has reached max connections, even
if one of the 3 users is not on but if you logon as one if
the other users, yopu can connect. How do I resolve this
and is there a way to print to local printer when connect
through VPN

It is not setup as a terminal server and how do find the
unused sessions, I thought there were allowed up to 100
connections.

The Remote Administration option in Windows server uses the terminal
server app and is limited to two users. To run more than two users you need
to buy Terminal Server and Terminal Server licences.

You can have more than two remote users, but they have to connect
through "normal" remote access methods like dialup (RAS) or VPN, not remote
desktop.
