Had very similar difficulties as you, mine were more performance related (it would take 15 minutes to upload a 20 MB file to the server on a gigabit network!), occasionally the server would become completely unresponsive for 1/2 hour at a time but that was usually only after rebooting. After working with Dell tech support and trying a bunch of things, I decided to install an extra NIC and try that one (I was originally using the onboard Broadcom NICs in a teamed configuration). This resolved the performance issues completely.
The problem ended up being the Broadcom NICs (not sure if it's software or hardware problem). Quite simple to fix by installing an Intel NIC and using that instead.
I'll never again use a Broadcom NIC in a 2008 environment, burnt a lot of hours on that one. I'd suggest if you do use an additional NIC, disable the Broadcoms (or uninstall completely and disable the hardware in device manager).

after login, it takes the OS a while to see the actual nics. They show
as disconnected. They are broadcom netxtreme nics. There is no control
program running on there. I disabled the nics and rebooted, and the OS
still acts crazy. This SBS has been a real PITA. Every time the SBS
console comes up, it querys for minutes and minutes, and while it does
this, the nics do not work. Eventually when it does finish, they come
live. When it IS working, the query only lasts for afew seconds.

Other than that, does the LAN card use some kind of specialist 'manager'
software or a conventional driver? (If you had to run a setup program instead
of just pointing Windows at an .inf, then that is likely) If it has special
software loaded, try removing it.
For all it costs I'd be inclined to bang-in an RTL8139 or similar PCI card
and see what happens. At least this might clinch where the trouble lies.

What kind of network switch is involved? Have you tried using different
cabling to the switch? If it is in-wall cabling then try another wall jack
too.
Also consider fixing the port speed and duplex. it is been a while since
switches were known for this problem so it is not likely, but might be worth
trying.
And be sure the time and timezone are correct. Since it is SBS you probably
do not have another domain, correct? If you did and the time was off then
you could be having kerberos (active directory) time-based ticket problems.
