Server 2003 slow network connectivity

We used to have 2 Domain Controllers on the network: one is Win 2003 and
another one is Win 2000. All the workstations are Windows XP. We replaced
the Windows 2000 server with a new windows 2003 DC and now we have
intermitent network problems: The workstaions and servers often hang at the
same time, the servers seem to recover after 10 - 20 minutes, but the
workstations had to be rebooted; Internet Explorer often load up with Visio
basic debug message, if users click no, then the Internet explorere closes
itself; it is very slow to access any documents saved on the server. We
checked everything we could think off, but could not find out what's causing
the problems.

You say the problem has only started occuring since you removed the
old W2k server and installed a new Win2k3 server
Have you tried running netdiag and dcdiag on the servers? Sounds like
there may be some issue as a result of the old server coming offline
and the new server going online. It might be trying to reference the
old server still.
Are there any messages in the Event logs that might indicate where the
problem is originating?
Are you able to put the old Win2k server back into the network so you
can demote the server cleanly from the domain?

Thank you very much Scooty. I tried that on the old DC and it passed
the netdiag completely. with dcdiag I had one error message:

Systemlog

An error event occured. Event ID: 0x00000457. Time generated:
01/23/2008 09:42:10
<Event String could not be retrived>
<DCname> failed test systemlog

I could not run netdiag & dcdiag on the new DC, I suspect my coll did
not install all the tools.

Install these tools on the new DC and run them, they can be found on
the Win2k3 CD under Support\Tools
the error message on the dcdiag is just a report of a failure from the
Event Logs, usually nothing too much to worry about, but saying that
did you check the Event logs for any failures?

I tried on the new dc yesterday again and it actually passed
everything except the similiar error message happened on the old dc.
There is not any serious errors or warnings logged in the event logs.

When I monitor the network traffic, I found out many workstations
broadcast the old dc. Details

Ralpha is the old 2000 DC name, which is offline.
