Serv03 Web Edt Printer sharing

I am useing fully uptodate Server 2003 Web edition. i cannot share printers
on it.
i and slect share printer and give it a share name, but when "OK" is
pressed, it comes up with "Print settings could not be saved. Remote
connections to the printer spooler are blocked by a policy set on your
machine" i have checked all avaiable policys in computer management. I have
done a fresh install and i have tried different printers(brother laser
printer). the exact printer in question is a Canon S4500.
Please if someone has some information on what is going on... kindly let me
know.
