Send Keystroke to other computer in the network

I was wondering if there a possibility of sending keystrokes over the
network ?

Yes, many programs do it. As examples, Telnet does so,
and so does also VNC.

For a more specific answer, please describe your need
more accurately.

I have a linux box and windows on the same network. I was wondering how
could I send Alt+F4 to shutdown windows using the keystroke
methodology.

So your question actually is: How to remote control a
Windows computer?
