If you cannot move the users into distinct OU's (1
designated cache, the other designated no cache) you could
assign the users to separate security groups. Then create
two GPOs, one for cache and one for no cache. Link the
GPOs to the appropriate user OUs and deny "apply group
policy" permissions as needed for the appropriate groups
to the appropriate GPO. Example: if you have user1 in the
OU "north users" make this user a member of the "no cache"
security group. Create a GPO that defines cache and one
that defines no cache for roaming profiles and link them
to the "north users" OU. Deny "apply group policy" to
the "no cache" security group on the "cache" GPO. This is,
however, going to increase group policy processing time
and effort on the domain.
