Security Question - VPN Encryption

Quick question on VPN: would it be possible for an ISP (or a third
party) to view the contents of a VPN session? If so, are there any
procedures that one could take to ensure the contents of the connection
are tightly encrypted and virtually impossible to hijack?

To totally secure the connection, consider using IPSec.
