Secondary DNS failure in Windows 98 Second Edition

I have two DNS configured in TCP/IP protocol :

Primary DNS 10.1.1.100
Secondary DNS 10.1.1.200

when primary DNS fail (server shutdown), the windows 98
doesn´t resolve names with secondary DNS.

in windows XP this problem doesn´t exists.
