It seems that scp-ing mp3 files is being throttled and finally
disconnected by, presumably, my ISP. But if I change the filenames
from xxx.mp3 to xxx.tmp, the transfer is allowed. Are file names not
encrypted by scp?

Everything is encrypted; only ssh/scp on the two endpoints get to see
the names. Anything else would be an embarrassment.
