Schema Master and Domain Naming Master

When I click on Operations Masters, all I see is RID, PID and Infrastructure
Master but no Schema Master and Domain Naming Master. I tried to add from
add/remove snap-in but the option to add Active Directory Schema is not there.
Could that be the reason that when my DC1 was down, it took 15-20 minutes
for users to authenticate through DC2? I don't show both DC having Schema
Master and Naming Master added under Operation Masters. How can I add and
what performance it will improve? Thanks!

Nope. The Schema master is used when upgrading the schema. Like when going
from Win 2k to Win 2k3 or form Win 2k3 to Win 2k3 R2. The domain naming
master is used when adding a new domain to the forest.
Most likely your problem is with the Primary DNS server and I would guess
that the Primary DNS server was DC1.

Long login times are *usually* DNS related.
