Network browsing beyond router boundaries (ie., browsing beyond the
local subnet) must be configured at the network servers and the
clients. Since you are using WINS, I would direct you to the docs:

Actually, since there are several ways to set up cross-net browsing,
the means you choose to achieve this will depend on other factors
concerning your net layout. The whole chapter is probably worth a
read.
