Running a home web server on cablevision optimum online service

Is anyone successfully running a web server at home on
cable visions optimum on line service? If so, can you
share your configuration.

I've been working on this for days here's the status

specs
Netgear routers with dynamic dns feature
Redhat 8

Actions
1. Setup dynamic dns to forward domain traffic
2 Setup redirect to port 9000 to get around blocked
port 80
3 System works properly behind fire wall
4 Setup IP address within DHCP range an port
forwarded the traffic
The attempt to connect is being logged on the
server, the browser says 'done' at the bottom,
but no page shows up
5 Put apache machine in DMZ (didn't work)
6 Shutdown iptables (didn't work)
7 Setup static IP outside of DHCP range (no go)

Just wondering if I'm doing something wrong or
cablevision has some other way to block this other
than blocking port 80
