[RRAS VPN] Remote Access Policies Error (Object not connected toserver)

Unable to connect a DD VPN that worked previously, I reinstalled RRAS.

Dialog appears when trying to reinstall RRAS on a W2K3 DC:
[Remote Access Policies Error]
An error occurred while trying to enumerate all the attributes in the
dictionary. Object is not connected to server.

RRAS console (mmc.exe) then fails with an exception (0xC0000005).

Removing Remote Access role/reboot/reinstall does not correct problem.
Following above dialog, RRAS console dies during wizard configuration,
though wizard reports finished.

Attempting to create DD interface manually displays dialog:
[Network Connections]
/!\ Cannot load script information. Error 615: The specified port was
not found.

This does not block creation of the DD interface, but attempt to connect
manually displays dialog (after a count of 4-5 seconds):
[Routing and Remote Access]
/!\ An error occurred during connection of the interface. The interface
is in a disabled state.

System even log shows RemoteAccess event id 20111 (The interface is in a
disabled state.)

The RRAS console shows the DD interface as enabled.

NAT works. No other tested component acts abnormally.

Presumably, this all follows from the initial Remote Access Policies
Error dialog and mmc.exe crash. I'm at a loss for how to diagnose this,
due to the lack of obvious other issues or logged events.

The mmc.exe crash is logged unhelpfully as follows:
