RRAS VPN connectivity

I have configured a site-to-site VPN connection using RRAS between two remote
offices (SERVER and MIKE-PC). The RRAS at both ends says that the pipe is
connected and static routes have been created. SERVER is Windows Server 2003
Standard R2 SP2 and MIKE-PC is Server 2008 Standard.

My problem is that I have both TCP and NETBIOS traffic from MIKE-PC to
SERVER (I can ping and net view) but I only have NETBIOS from SERVER to
MIKE-PC. That is I can net view \\MIKE-PC from SERVER but I cannot ping it
and portqry on any port returns FILTERED. This occurs even if all firewalls
between the two sites are disabled.

I believe this is by design. You may find a resolution form this post.
