RRAS NAT Block Outgoing Port?

I have RRAS running a NAT server. How can I configure it to block
outgoing connections on a specific port (In this case: 25) from all
computers on the network except for the RRAS server itself?

Under NAT/Basic Firewall (assuming this is windows 2003), right click on the
WAN and select Properties. Then Outbound Filters. Click New. Select Source
network, destination network and Protocol accordingly. Or this search result
