RRAS EAP Authentication not staying checked

I have successfully set up connection to our Windows 2003 SP1 Server
with RRAS to use EAP and Certificates for VPN clients.

The only problem I have is everytime the server gets reset, I lose that
setting. Is there somewhere that is turning this off? Or do I have a
funny bug of some sorts?
