RRAS broken after migration from 2000 to 2003

I upgraded a server from 2000 to 2003 standard edition, using dynamic
update. Upgrade called out a warning that RRAS would be limited to 2000
connections for Standard Edition. This was okay with me as we were only
using 10 and only for VPN. An error message for IIS was also called out,
but we are not using IIS on that server.

However, when all was said and done RRAS will not properly start after
installation.

The eventlog entry I have is:

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7024
Date: 2/25/2005
Time: 4:12:11 PM
User: N/A
Computer: SERVER2
Description:
The Routing and Remote Access service terminated with service-specific error
127 (0x7F).

Running the RRAS mmc applet shows the server with a red dot. Expanding it
shows the entry for policy and logging to be in red (in the left pane).
Selecting either show nothing in the right or detail pane. Right clicking
and selecting "new" for either policy or logging has the "Add" function
greyed out.

I can't find anything in the MS Knowledge Base that describes this problem.

I have disabled and then reconfigured RRAS without fixing the problem.

Any suggestions?

This might be because the IAS databases are corrupted. Follow the below
steps to restore the IAS database to proper condition:

{snip from MSDN}
Extract the Ias.mdb file and extract the Dnary.mdb file from the Windows
Server 2003 CD to the %WinDir%\System32\Ias folder on the disk. To do this,
follow these steps: a. Click Start, click Run, type cmd in the Open box,
and then click OK.
b. At the command prompt, type the following lines. Press ENTER after
each line:
Drive:
cd i386
ren %windir%\system32\ias\ias.mdb %windir%\system32\ias\iasOLD.mdb
ren %windir%\system32\ias\dnary.mdb %windir%\system32\ias\dnaryOLD.mdb
expand ias.md_ %windir%\system32\ias\ias.mdb
expand dnary.md_ %windir%\system32\ias\dnary.mdb
Note In this step, Drive is a placeholder for the drive letter of the
CD-ROM drive or of the DVD-ROM drive that contains the Windows 2000 Server
or the Windows Server 2003 CD.

Now try configuring RRAS again.

I am not running IAS. Would this still be applicable?

I'm having this same problem, but the solution steps here don't work for me.
RRAS stubbornly refuses to start. I also tried uninstalling and reinstalling
IAS because that service refuses to run on my server.

I upgraded from Windows 2000 Server to Windows 2003 SBS Premium.

How can I fix this?
