RRAS & WINS conflict

I have a W2k3 server configured with Active Directory,
DHCP, WINS, DNS and RRAS. With the WAN NIC disabled all
of the services except RRAS (of course) work correctly.
When the WAN NIC is enabled RRAS works correctly but the
WINS manager will not connect to the LAN address as it
did without RRAS, it will only attempt to connect to the
WAN address which fails. I implemented the changes in
KB292822 which addressed RRAS issues when running WINS &
DNS on the same server but there was no change.

Any ideas?

It is probably a binding problem. It seems as if Netbios wants to bind to
the WAN NIC instead of the LAN NIC. Have you disabled Netbios over TCP/IP on
the WAN NIC? Do you have any old entries in WINS which associate the
machine name with the WAN NIC IP?

Netbios over TCP/IP is disabled on the WAN NIC and I
don't see any entries in DNS or WINS in relation to the
WAN NIC's address.

This is rather RRAS Internal (LAN) interface address(es) which shouldn't be
registered neither in DNS nor WINS when remote connection is established.

This problem is occuring before any VPN connections are
established.
