RRAS and slow Network Neighborhood

We are having a strange problem with RRAS. I have installed it on two
different computers and have had the same problem with both. I install a
dial up modem and then configure RRAS. Everything is fine until the 1st
client connects. After that browsing with Neighwork Neighborhood is very
slow, it takes about 20 seconds to find the domain and about 40 seconds to
list the computers. Before the 1st RRAS client connects it is just a few
seconds.

Even after the client dis-connects the browsing is slow. Mapped drives are
not affected and I can ping the computers on the network normally. The
problem is that we have a MiSys program that our nurses use that dials in
and does updates to it's database. Most of the time this program seems to
time out and give us a message that says "Server not found". I can't put
RRAS on the server that has the database because I can't get RRAS to work
correctly on that server (much different problem).

The servers are all Windows 2003 with SP1 and all updates installed by our
update server. One of the servers is an old Compaq with Zenons and the other
is a new Cybertron with Opterons. I have tried 2 different brands of modems
and 4 different network cards so I don't think it is a hardware problem.

When we first set this up it all worked OK for about 4 months. We started
having problems about a month ago and I have not been able to isolate the
problem. Any ideas?

This is just a new version of the old multihomed browser problem from NT
days. Remember that Network Neighborhood just displays the information from
the computer browser service which is basically the same as it was in NT
SP5.

As well as the NICs in ther server, a new interface (the internal
interface) is created as soon as a remote client connects. By default this
has Netbios over TCP enabled, so you have a multihomed browse master.
Disabling Netbios over TCP/IP on the internal interface will solve the
browsing problem on the LAN but may cause problems for the client in some
cases. See the discussion in KB292822 and in KB830063 .

The server is not a domain controller and is not running DNS or WINS. As far
as I can tell it is not running NetBios on the modem connection.

It worked OK for about 4 months and just started doing this.
