RRAS - Access is Denied

I’m trying to view and configure the properties of an existing Routing and
Remote Access instance on a 2003 server (DC). When I go to the Routing and
Remote Access MMC, a popup says "Access is denied". After that the RRAS
server properties do not display. RRAS on the server (remote network access
by clients), however, does work and no errors are recorded in the event log.

I've added "Local Service" and "Network Service" permissions to the windows
folder security but that didn't help. Any thoughts?

FWIW...
I'm also receiving access denied errors viewing the System Information -
"Access denied to Windows Management Instrumentation server on this computer.
Have an administrator change your access permissions."

ok asking the obvious question, have you got administrator privilages on
that server?

Sorry, should have said that - yes, I'm logged in as a domain admin...
