RRAS - 80070005 Access Denied during configuration

Running Server 2003 Standard Edition. Have not yet installed SP1. Attempting
to configure Routing and Remote Access Services for one server in order to
route for two subnets. I have full Administrator and Domain Admin privileges.

RRAS is running - I checked under Services. Server has green arrow under
Routing and Remote Access MMC. State is listed as "Started (unconfigured)".

When I attempt to configure RRAS, everything in the wizard goes fine until
the final step, when I get the error:

" Installation of Routing and Remote Access service failed because:
Access is denied. (80070005)"

I have also tried configuring with the service stopped and disabled.

Suggestions / Ideas?

See if this helps.
1. Start / Run / dcomcnfg / OK.
2. On the Default Properties tab, change the Default Authentication Level to
Connect.
3. Select the Default Security tab.
4. Press Edit Default under Default Access Permissions
5. Press Add.
6. Press Administrator and set the type of access to "Allow Access".
7. Press OK, OK, and OK.
8. Shutdown and restart your computer.

Your instructions below look like they might be helpful. However, there's a
glitch between steps 1 and 2. After step 1, I get the Component Services
MMC. So, it makes no sense where step 2 says "On the Default Properties
tab...".

Can you clarify?

I've investigated further and suspect the instructions for Server 2003
should be:

1. Start / Run / dcomcnfg / OK.
2. Expand the Component Services tree.
3. Expand the Computers tree under Component Services.
4. Right-click on My Computer and choose Properties.
5. On the Default Properties tab, change the Default Authentication Level to
Connect.
6. Select the Default COM Security tab.
7. Press Edit Default under Default Access Permissions
8. Press Add.
9. Enter "Administrators" in the box and click OK.
10. Set the Access Permission to "Allow" for Administrators.
10. Press OK, OK, and OK.
11. Shutdown and restart your computer.


Unfortunately, this did NOT work. Still getting the same error message.
Tried stopping the service and configuring - that didn't help either.

More ideas are welcome!
