rpcss and kernel32

has anybody come across the error "rpcss has caused an
error in kernel32.dll. rpcss will now close. If you
continue to experience problems, try restarting your
computer."? I installed a Belkin pci card and on
restarting my Dell this error was displayed. Bad news is
it appears during the boot routine and completely disables
the machine - preventing me from doing anything e.g. un
install the driver etc. The error also happens when
trying to boot in safe mode which is why Belkin say they
can't help me - 'it can't be a driver problem as it
wouldn't happen in safe mode'. How can I get past this
error and go on to fix the problem?
Any ideas?

If you are running only WinME and no form of NT you may still be affected
by this if you have an Office suite installed (Iknow it isn't listed, but
several things install RPC in addition to operating systems):
