Routing and Remote Access is denied

I’m trying to set up Routing and Remote Access on a 2003 server
When I go in to Routing and Remote Access MMC is says "Access is denied".
After that the server properties do not display.
And Routing and Remote Access is not working.
DNS is working just fine.
Clients can resolve address.

First make sure you are logged on as a local administrator. If you are
logging on as a domain admin, it is possible that group has been removed
from the local administrators group on that server which you can check with
the net localgroup administrators command. Otherwise it sounds like a Group
Policy or Software Restriction Policy is blocking access. Check Event Viewer
for any messages also. You can use gpresult or RSOP to see what GPO's are
applied to a user or computer. If you are trying to do this remotely via
mmc, try to logon to the server locally as a local administrator account
and/or through Remote Desktop. If you are denied access remotely there could
be a number of other causes. --- Steve

Did you use RSOP mmc snapin on the server or domain controller [if a domain
member] to see if you are restriced by any policy? Administrators can also
be subject to Group Policy which can also be configured locally. Also check
to see if you have ntfs permissions to mmc.exe. If nothing pans out and this
is not a domain computer you can use secedit to reset the security settings
to the server back to default defined levels as described in the link below
which often helps. --- Steve
