Yes, you won't need the modem in the downstairs PC, but it will need a
network card. You may already have one.
All of the other PC's will need network cards too.
Look in device manager under control panel/system to see if you have any
network adapters installed. (A lot of PC's these days have network adapters
built into the motherboard.)
At worst, you'll have to buy three cards at about £7 each.
Then you'll need a router with a built in modem.

Expect to pay about £60 for a router.
Then you'll need patch cables to join it all up. One for each PC, the right
length to reach wherever you put the router (near the BT master socket
ideally). DON'T BUY THEM FROM PC WORLD. They cost just a few pounds from
Ebuyer.
Plug the router into your ADSL line (it should come with a cable for this)
and then plug each PC into the router.
Run the XP network wizard on each machine (assumint they all have XP) and
off you go.
It won't take 2 minutes, as you'll have to enter a few settings in the
router config, but it isn't too difficult either.
Finally, if wiring is a problem, you could opt for a wireless solution. This
however will be more expensive, possibly slower, possibly less reliable, and
possibly a little trickier to setup.
