routers with bandwidth shaping/limiting

Hi,
I have a problem with finding a router with traffic shaping in so many
models.
Is it one common name of these feature for various manufacturers?
I'm looking for ADSL router for ca. $500.

Linux?

Cisco will also work but doubt you'll get one for 500$
