I have a Windows 2008 EE and plan to have VM on the server.
Users access from the internet to the VM and then request to the database
located on the physical machine to get the data back.
My primary goal to protect the SQL Server database....
What do you think?

It depends on the security demands, the scalability, the cost and

If your final choice is Cisco, I'd say 800 Series would do fine.
