Depends on what you mean by NetBIOS communication. Obviously, NetBIOS
broadcasts will not cross the router. If you are looking for a unified
browse list, WINS is the conventional solution, although it doesn't always
work. Also, you might be able to get a combined browse list by using a
multihomed Windows machine as your router. See:

If you are simply looking for cross domain name resolution, create a
secondary DNS zone for the other domain on your DNS server and enable zone
tranfers.
