Router-Router Certificate

Hey all,
When creating a router-router certificate, does the certificate have to
have the keys set to be exportable? In a Win2k CA, they are set as such but
as a Win2k3 CA, they're not. My problem is that on my Win2k3 DC (SBS) I can
create the template, but I cannot add it to the CA for distrubution. When I
am given a list of templates to add, it simply does not exist. My goal is to
create a VPN between two sites and I cannot seem to find out how to create
this certain certificate.
