router recommendation: 6 PCs+6 VOIP phones

We currently have a switch attached to a wrt54g, but it clearly is not
designed to ensure voice priority under heavy loads.

ISP bandwidth is not an issue.

Currently getting echo on the phones and during file uploads the phones are
unusble.

Personally I second RBM's recommendation. But if you must, take a look at
routers that offer "QoS" which assures that voice based packets get
priority.

Many vendors have them but some that I've used that work well and are
reasonably priced are the Netopia 338x-ENT series (www.netopia.com).
Again, be sure to specifically specify "QoS".
