Start by opening the System applet in Control Panel. Go to
Hardware>Device Manager and expand the Network Devices category. Find
the network adapter you are using to make the connection (wired,
wireless). Double-click it to get its Properties. On the Advanced tab,
uncheck the box that says "Allow Windows to turn off this device when
not in use".
With wireless connectivity, make sure that you are connecting to your
own network and not a neighbor's. See these links for help with that:
