IM having problems with my ISP at present with frequent service drop
outs.

But why can I only connect to the web page in my router when the
service is up ?

I have cat5/6 network with a switch and router and telephone server.

Because the router, or something between you and it, is only running
intermittently?

DNS settings on your PC network card should be set to the router. Is it
set somewhere else?

or, Browser Hijack?
