Router bridged and connection in windows..

Hello,
I wish to know if i can use an adsl modem/router wireless Hamlet like
a simple modem.
The adsl is a "you pay for the time u stay connected" so we can't let
the router stay connected all the time, even the "connection on
demand" is not good.
Is there the way to create a connection on the computer (window 98) to
connect and disconnet from internet as a "Remote Connection"?
