Router with bandwith control

Hi,

I looking for a router with bandwidth control to fairly share our cat5
wired home internet connection for three users.

The problem is one of the users likes to download films and in doing so
slows the internet connection to an annoying speed for the other users, so I
would like to limit the download speed for this type of data or just share
the bandwidth equally.

Any ideas or recomdations?
