RIS not giving bootfile or Server options

A few days ago, my RIS server stopped working.
I attempted to troubleshoot, and today found (using a sniffer) that the
bootfile and server parameters are empty in the packet.

Has anyone seen this before?

I have restarted the server and services several times, and, I have run the
"Verify Server" option.
But, it still does not work.
