Is this the only laptop that you are using RIS with?
Check the switch port configuration for Spanning Tree configurations that
might be interfering with the BOOTP/BINL process. Many switches (especially
the managed switches) include a default Spanning Tree timeout on the switch
ports, or perhaps the port was previously used for something else in the
past.
What company manufactured the switch, and what model of switch is it?
Also, on the laptop, make sure that the BIOS is set to use Network Boot, or
PXE etc... if this isn't set, you won't be able to connect. Dell has a bad
habbit is disabling a lot of features in the BIOS, by default.
